Standard 3. Requesting procedures are not complicated, are not strictly conditioned and are free, while access fees are proportionate to actual costs

In order to facilitate FAI, requesters are not required to provide reasons for their requests. The procedures for making requests are clear, simple, subject to minimal formalities and allowed by all means of communication. Public officials must provide assistance to requesters to formulate their requests. It is free to file requests, while access fees are limited and set centrally.

In all of the analysed countries, the requesters are not required to provide reasons for their requests. The legislations of all analysed countries envisage some form of assistance for the requesters, but none explicitly envisage assistance to persons with special needs. In all analysed countries, the filing of requests is free and access fees are set centrally.
