Indicator 4. In order to reduce possible discretion in determination of salary, the size of salary increments/performance bonus should be limited by the legislation. The proportion of performance bonus can be slightly higher in high-level positions and lower in professional positions without managerial responsibility, but should not exceed 20% of the total salary on average


The use of performance bonuses varies within the region. In Macedonia and Albania performance bonuses are not legally envisaged as a possibility, while in Montenegro and in BiH performance bonuses are limited by the legislation. Kosovo salary system is highly decentalised and the use of bonuses varies between different civil service institutions
