Indicator 3. Selection committee members should be safeguarded from political inluence. Therefore, the Law should require that recruitment and selection committees include persons with expertise and experience in assessing different sets of skills and competences of candidates for public service positions, with no political interference. At least one member of the competition commission is from outside of the institution which carries out the recruitment process.

In all analysed civil service systems, the law guarantees professional well-defined composition and functioning of selection committees for senior civil service positions, with no political interference (political appointees cannot be members).
