Indicator 5. There should be no discretion in the appointment process. Therefore, the best ranked candidate should be appointed to the position. The only exceptions may be allowed for disadvantaged groups (national minorities, people with disabilities etc).

Summary

In most analysed systems (save for Albania which is implementing the so called pool recruitment), there is a degree of discretion of the management of the recruiting authority in the final stage of the recruitment process for lower level and mid-level civil servants, which is not in line with the international standards
