That considers that the law includes protection of employees from recrimination or other negative consequences when reporting about illegal, improper or unethical activities that endangered or may endanger the public interest. The national legislation must prescribe the obligation for authorised persons and institutions to maintain the secrecy of the identity of whistle-blowers, as well as effective and proportionate penalties for persons who violate this obligation (confidentiality).
Kosovo legislation is fully in line with international standards. The legislation of Bosnia and Herzegovina contains the largest deviation from them. Legislation of Republika Srpska, North Republic of Macedonia and Montenegro also reguires additional harmonization with internatinal standards.
