A public institution that refuses access to a public document in whole or in part shall make a decision to refuse and state the reasons for the refusal and explain the reasons for the harm test and the conclusion that access was refused

Summary

All the analysed legislations envisage that grounds and reasons for refusal must be stated in the ruling whereby access to information is refused.
